I thought NYVelocity was a racing site? If you go to the NYCC website you can find an article by a couple of B riders who did this tour. They probably averaged about 14 mph, iirc.
I like that the Wheelsucker who posted this couldn’t find 3 different photos so he repeated the photo of riding on the hiway.
Many riders at the Vuelta use the ride to train for other race/athletic events, whether it be a triathalon, Ironman, RAAM, or many other extreme edurance events. For instance, Selene Yeager of Bicycling Magazine used the Vuelta to train for the ‘Absa Cape Epic’ a mountain bike stage race in March to April in South Africa. In order to ride the B group at the Vuelta Puerto Rico one must maintain 18 mph for the entire day and/or the event, having participated in it, the B -group is equivalent to the NYCC A-classic and A-23 group. The C-groupi s equal to the NYCC A19, B-18, B17 groups, they must maintain a 15 mph rate. The entire climbing elevation for the 3 days is roughly 13,000 ft.
