This does not mean Lance and his team didn’t dope. What it means is that the federal prosecutors could not put together a criminal case. Doping itself is not illegal in the US. This was a criminal investigation, by a federal prosecutor, so they had to prove a crime was committed in order to issue an inditement.

Roger Clemens and others were not charged with doping, they were charged with the crime of perjury.

Why did the Feds not subpeona Lance and have him testify before a grand jury? Isn’t that how a perjury charge comes about? I thought Lance would plead the fifth during that deposition and this would imply some sort of wrong doing by the court of public opinion. Does the USADA get to see all the information the Feds uncovered?
