I swapped out the brake pads on my ultegra rear brake. With the new pads in, the brakes get “stuck” in the braking position … it is almost as if the spring tension is too loose. The cable and cable housing seems fine, but I can’t seem to get enough tension in the cable and pressure on the spring to have the brakes snap back away from the rim after braking. Thoughts?

you might have too much torque on the mounting bolt. loosen it up a little.

or, alternatively, throw out the bike and go buy a new one.
